WICAP Airline Manual, 2022

WMO-IATA Collaborative AMDAR Programme (WICAP) Manual for Airlines, provides a full description of the requirements for and benefits of the AMDAR observing system from an aviation and airline perspective. Full details on WICAP are available at the WMO WICAP site.

WIGOS Technical Report 2021-1, The Benefits of Aircraft-based Observations and AMDAR to Meteorology and Aviation, January 2021.

The document is intended for the use of WMO Members as guidance material in assisting in determining the possible benefits of the AMDAR observing system as an operational component of their national meteorological observing systems supporting their meteorological and hydrological programmes and applications. It also contains information that may be used, provided or conveyed to aviation collaborators to convince them of the benefits of participation in the AMDAR programme.

Benefits to the Environment and Society from the Availability and Use of AMDAR Data (WIOGS, Technical Report, 2018-01, October 2018) This report provides a presentation of the environmental and climate applications and studies that benefit from the use of AMDAR data, as a result, bringing benefits to the environment and wider society. These areas of societal benefits include weather, transportation, energy, disaster reduction, health, climate and agriculture.
List of AMDAR Onboard Software by Avionics &  Programme (Version: August, 2016) These metadata will eventually be stored and maintained dynamically within OSCAR/Surface but may in the mean time be useful as a source of known implementations of AMDAR onboard software for particular aircraft and avionics combinations.
AMDAR Benefits to the Air Transport Industry 2016-01, Version 1, Oct 2016 This report describes and documents the benefits that the Air Transport Industry (ATI) gains from increased forecast accuracy achieved through the daily collection of atmospheric data gathered by approximately 4,000 inflight commercial aircraft. The report also outlines the Aircraft Meteorological DAta Relay (AMDAR) observing system, the forecast process and describes the importance that AMDAR data plays in numerical weather prediction (NWP).
Business Case Templates, May 2015 (Word format)

These buisness case document templates were developed by a consultant under contract with WMO and under the direction of the CBS Expert Team on Aircraft Based Observing Systems.

Members are invited to utilise these documents in their own business cases in support of further development of the WMO AMDAR programme.

Requirements for the Implementation and Operation of an AMDAR Programme (WIGOS Technical Report, 2014-2, March 2014)

This document provides guidance to WMO Members on the requirements for the establishment and operation of a national or regional AMDAR observing system in collaboration with one or more partner commercial airlines. It has been contributed to and reviewed by observing system experts of WMO Members, including members of the WMO Commission for Basic Systems (CBS) Expert Team on Aircraft-Based Observing Systems (ET-ABO).
Impact and Benefits of AMDAR Temperature, Wind and Moisture Observations in Operational Weather Forecasting (WIGOS Technical Report 2015-1, August 2015)

This report to WMO was commissioned by the WMO Aircraft Based Observations Programme and is an amalgamation and extension of two papers that are expected to be published in the Bulletin of the American Meteorological Society (BAMS).

This report has also been published as UW SSEC Publication No.15.06.P1

The report provides a comprehensive revision and summary of the impacts of AMDAR aircraft-based observations of air temperature and wind over the past decade and a comprehensive analysis and assessment of data quality of water vapour observations derived from the USA MDCRS/AMDAR/WVSS-II program.

The brochure may be printed and distributed by Members and others in the interests of AMDAR programme development and promotion.

AMDAR Coverage & Targeting for Future Airline Recruitment, Report & Appendix, February 2013

Over 2012, the AMDAR Panel & CBS Expert Team on Aircraft-based Observations defined the Terms of Reference for a Study on AMDAR Coverage and Targeting for Future Airline Recruitment. The work was undertaken by an aviation consultant under a WMO Special Services Agreement and the resulting report will form the basis and be used as a strategic tool in endeavours to expand and enhance global AMDAR coverage.

The report and appendix are tabled at the link and can be downloaded from the FTP site in whole or in part.

This document was developed in consultation with avionics specialists and provides a list of onboard avionics systems that are known or expected to be capable of hosting AMDAR onboard software applications.

It is recommended that prospective AMDAR Programme developers provide this document to airlines to complete and return it to the Secretariat for further advice.

The CBS Implementation Plan for the Evolution of the Global Observing System has been developed "...to outline the key activities to be implemented during the period 2012 to 2025 aiming at maintaining and developing all WMO component observing systems..."

Section 5.3.1.3 (Aircraft Meteorological Stations) in particular provides Actions G19 to G24 that identify the key developmental actions and strategies for global, regional and national AMDAR programme development.
