Terms of Reference

TERMS OF REFERENCE
Under the direction of the Chair of INFCOM/SC-MINT, the Expert Team on Measurement Uncertainty (ET-MU) shall undertake tasks and provide advice on and support for the implementation of the WIGOS framework and the priority activities of the WMO Strategic plan 2024-2027, in accordance with the SC-MINT Terms of Reference; in particular:
1. Conduct evolvement of the existing operational measurement uncertainty requirements and instrument performance requirements in Volume l, Chapter 1, Annex 1.A. to the Guide to Instruments and Methods of Observation (WMO No. 8) into “the comprehensive scheme” that will be aligned with the Measurement Quality Classifications for Surface Observing Stations on Land (Volume l, Chapter 1, Annex 1.G. to the Guide to Instruments and Methods of Observation (WMO-No. 8)).
2. Ensure that the evolvement leads to the unambiguous and interpretable linkages to the Observing Systems Capability Analysis and Review tool (OSCAR)/Requirements, in particular, taking into consideration the uncertainty requirements published in the OSCAR/Requirements database, which are stated as mandatory requirements in the Manual on WIGOS (WMO-No. 1160), in collaboration with ET-EOSDE.
3. Liaise with the other relevant groups on identifying variables that should be included in “a comprehensive scheme”, such as Essential Climate Variables (ECV), the Essential Oceanographic Variables (EOV), and Cryospheric Variables.
4. Develop, in collaboration with other relevant expert teams, ET-WTR in particular, an appropriate tool, preferably within the OSCAR database, to accommodate the new “comprehensive scheme".
5. Conduct gap analysis of missing or incomplete knowledge required to evaluate overall measurement uncertainty budget according to the Measurement Quality Classifications for Surface Observing Stations on Land, and advise on how to address those gaps, for example by proposing and prioritizing the needed studies, intercomparisons and field experiments, and providing support to their organization, as appropriate, in collaboration with regional associations and Measurement Lead Centres (MLCs).
6. Contribute to ensuring consistency between the required overarching Overall Measurement Uncertainties and the Siting Classification Scheme and Measurement Quality Classification scheme, and their implementation in the real world.
7. Propose mechanisms for ensuring consistency for expression of measurement uncertainty among WMO publications.
8. Collaborate with and support other teams/groups on measurement uncertainty topics.
