The committee was established and terms of references defined under Resolution RA I–18. The committee is composed of the Chair (South Africa), two Co-Vice-Chairs (Senegal and Kenya), Chair of the working groups, Representative of the RCCs, RSMCs, RA I experts nominated by various Members, and 5 Permanent Representatives that serve as Chairpersons of the various Working Groups. The committee is formulated to contribute to assisting Members' capacity for new and improved services, informing resilience and socio-economic development in the region.
