TCI - Institutional Strengthening

Institutional strengthening efforts focus on enhancing the operational, strategic, and organizational capacities of National Meteorological and Hydrological Services (NMHSs) to better fulfil their national mandates and respond to evolving risks and user needs.

Institutional strengthening also supports NMHSs in improving their institutional positioning and relationships with government entities, regional partners, development organizations, and end users. This includes enhancing visibility, clarifying mandates, strengthening stakeholder engagement, and promoting whole-of-government approaches to weather, climate, hydrological and early warning services.

  • NMHS strategic and operational planning
  • Development of policies, investment and modernization plans
  • Quality Management Systems (QMS) implementation and certification support
  • Assessment of socio-economic benefits
  • Cost recovery approaches, business planning, financing mechanisms
  • Institutional assessments and capacity development
  • Governance, institutional coordination, stakeholder engagement
