Terms of Reference for the Coordination Panel on Hydrology

The Coordination Panel on Hydrology will work under the guidance of the RA VI president and Management Group, ensuring coordination on hydrological matters with the relevant bodies of RA VI, according to the following terms of reference:

1. Mandate:

The RA VI Coordination Panel on Hydrology (CPH):

(1) Supports and advises the RA VI Management Group on the integrated delivery of RA VI water-related activities, addressing current and emerging scientific and technical water-related challenges, and undertakes preparatory work through policy advice for the RA VI Hydrological Assembly and RA VI sessions;
(2) Provides strategic guidance, through updates and strategic reports to the president and RA VI Management Group, on RA VI contribution to the implementation of the WMO Vision and Strategy for Hydrology and its related Plan of Action, supporting the achievement of water-related goals of the WMO Strategic Plan, while paying particular attention to hydrological interactions with climate and other elements of the Earth System by:

(a) Integrating hydrological services and infrastructure activities across the RA VI Plan, promoting collaboration and linkages among hydrology, cryospheric science, climatology, and meteorology for seamless hydrological service delivery;
(b) Supporting the RA VI Management Group in aligning the RA VI Plan across RA VI bodies to implement Congress and RA VI Hydrological Assembly decisions related to hydrology and water resources management;
(c) Ensuring the hydrological community’s engagement in the RA VI WG Infrastructure, RA VI WG Services, and RA VI WG Research, and adherence to global directives related to hydrology from Technical Commissions, the Research Board, and the WMO Hydrological Assembly;

(3) Plans activities in accordance with regional hydrological priorities and available resources, such as:
(a) Fostering partnerships and collaboration with partner agencies, including international river basin authorities and other regional bodies;
(b) Encouraging the establishment of regional hydrological centres to enhance regional capabilities and coordination in hydrological services and infrastructures, supporting the integration of regional efforts and improving overall water resources management;

(4) Facilitates the organization of the regular (at least annual) virtual meetings of the RA VI Regional Hydrological Advisers Fora and of the RA VI Hydrological Assembly (at each ordinary session of RA VI), supporting the Regional Hydrological Adviser in collecting needs and priorities in operational hydrology from Members and in disseminating the latest strategic developments in operational hydrology.

2. Composition:

(1) Chair and vice-Chair;
(2) Core members, including the leaders of water-related task teams within RA VI;
(3) The RA VI Hydrology Adviser will be part of the core membership, participating in activities and decision-making processes, and contributing expertise and regional insights;
(4) Additional senior experts as associate members when necessary.
3. Appointment, nomination, and selection

The core and associate members of RA VI CPH shall be selected by the RA VI president based on nominations by Members and Partners, submitted by correspondence to the Secretariat or through the WMO Experts database. This process will be coordinated with the RA VI Management Group and the Chair of the RA VI Coordination Panel on Hydrology once appointed, ensuring gender and geographical balance, and considering the expertise required and the role of the expert in other WMO bodies.

In line with rule 5.6 of the Rules of Procedure for Regional Associations (WMO-No. 1241), the RA VI president may, between sessions, establish upon suggestion of the Chair any subsidiary body to the CPH that may be deemed necessary for the accomplishment of the tasks in the work programme, or to address an urgent issue, such as Task Teams. For this purpose, the Chair of CPH should submit to the RA VI president and Management Group a proposal for the composition of the task teams under CPH and their terms of reference, for their designation and approval.
