Terms of Reference

Resolution 3.1/2 (RA VI-19(I)) :

The Working Group on Research will work under the guidance of the WMO RA VI president and Management Group, in cooperation and collaboration with the relevant bodies, according to the following terms of reference:

1. Mandate and responsibilities

(1) Provide strategic guidance on research in alignment with the WMO Strategic Plan, aiming to enhance research and facilitate the integration of research into operations within RA VI;

(2) Follow up on the World Meteorological Congress, Executive Council, Research Board and RA VI resolutions, decisions and recommendations addressing research- and innovation–related matters, for the activities to be undertaken at a regional level;

(3) Collaborate with the president of RA VI on the update of the existing RA VI Plan and formulation of the plan for the next intersessional period, in accordance with regional priorities and available resources;

(4) Provide feedback to the Research Board on RA VI Members' requirements and needs including providing input to the work plan of the Research Board;

(5) Provide updates and strategic reports, as requested, to the RA VI president and the RA VI Management Group.

2. Composition

(1) Chair, vice-Chair;

(2) Representatives of the global and regional [Poland] research programmes, top managers, representatives of partner agencies, and leaders of relevant teams, if any, as core members;

(3) Additional senior experts, including representatives of National Meteorological and Hydrological Services (NMHSs), [Poland] as associate members when necessary.

3. Appointment, nomination, and selection

The core and associate members of WG Research shall be selected by the RA VI president based on nominations by Members and Partners, submitted by correspondence to the Secretariat or through the WMO Experts database. This process will be coordinated with the RA VI Management Group and the body Chair once appointed, ensuring gender and geographical balance, and considering the expertise required and the role of the expert in other WMO bodies.

In line with rule 5.6 of the Rules of Procedure for Regional Associations (WMO-No. 1241), the RA VI president may, between sessions, establish upon suggestion of the Chair any subsidiary body to the Working Group that may be deemed necessary for the accomplishment of the tasks in the work programme, or to address an urgent issue, such as Task Teams. For this purpose, the Chair of WG Research should submit to the RA VI president and Management Group a proposal for the composition of the task teams under WG Research and their terms of reference, for their designation and approval.
