Radio Sounding Descent Data in BUFR Format from Hungary via GTS from 15 February

Notification from Hungarian Meteorological Service (HMS)

The Hungarian Meteorological Service will disseminate the descent data from both radiosonde stations Budapest Pestszentlőrinc (WIGOS Station Identifier: 0-348-3-44562) and Szeged (WIGOS Station Identifier: 0-702-3-58117) from 15 February 2022. Radiosonde data will be reported using BUFR sequence 309056.

Hourly BUFR Data from Hungary Available from 15 February

Notification from Hungarian Meteorological Service (HMS)

The Hungarian Meteorological Service has implemented an open data policy last year. As a result, hourly data from all automatic weather stations in Hungary (142 stations) will be reported from 15th February 2022. Updated hourly measurement data will be available in BUFR format in real-time. Compared to hourly SYNOP reports, the files will contain significantly more station data for much more meteorological variables. The stations will be provided by their WIGOS Station Identifier (WSI) in the data files. The code used for the file structure will be the TM 307091 template, the header will be ISAD01 HABP.

NOAA Saildrone Data Now Available from GISC Offenbach

NOAA is providing data from Saildrones and AIS Ship data through their ERDDAP system. This data is made available by GISC Offenbach through WIS and WIS2 Pub/Sub Messaging. The required connection information and further details on the data can be found in the metadata for PID gov.noaa.pmel.saildrone.wmo (https://gisc.dwd.de/wisportal/showMetadata.jsp?xml=gov.noaa.pmel.saildrone.wmo)"

MQP Availability of GTS Data from GISC Offenbach

Notification from Deutscher Wetterdienst (DWD)

In order to further evaluate WIS2 technologies, DWD is now making available all German WMO Essential and WMO NoLimitation GTS data using WIS2 Pub/Sub protocols. If you are interested to test and subscribe to these data feeds, please contact wis@dwd.de.

Available protocols are MQTT3.1, MQTT5.0, and AMQP 0.9.

Please note that this service is only accessible for test purposes and does not fulfill any service level requirements as of now. Feedback on this service is very much appreciated.

Telecommunication Infrastructure in RA I

An extraordinary session of the World Meteorological Congress (Cg-Ext(2021)) was held online in October 2021 and adopted the WMO Unified Policy for the International Exchange of Earth System Data (Res.1) and Amendments to the Technical Regulations Related to Establishment of the Global Basic Observing Network (GBON) (Res.2). One of the important outcomes of these decisions will be a broader and easier exchange of observational data from all parts of the world.

According to the WMO Integrated Global Observing System (WIGOS) Data Quality Monitoring System (WDQMS), Regional Association I (Africa) continues to suffer substantial negative consequences from having one of the worst data exchange and the telecommunication infrastructure in the world.

To improve data exchange in RA I, a project, with the participation of RA I regional officers, was initiated to address the gap analysis. The project aims to both identify the causes for poor data exchange and learn more about difficulties connecting to WIS and GTS in RA I, and offers recommendations for near-term improvement. It is also an opportunity to promote the WIS 2.0 and follow up on the national implementation plans.

The approach includes surveys, workshops, and direct contact with focal points. The objective is to identify key weaknesses that could explain the telecom's low performance, poor data exchange and draw some recommendations that could support GBON and Data policy implementation in RA I.

Quick Update on Meetings under SC-IMT

ET-W2AT (Expert Team on WIS2.0 Architecture and Transition) aims to develop the overall system architecture for WIS 2.0 covering people, process, and technology aspects, and also to build on the WIS 2.0 implementation timeline to develop a detailed Transition Plan to support implementation by Members

ET-W2AT met on 07 September, 19 November, and 17 December 2021 to discuss the team's priorities and the successful WIS2.0 transition definition.
From 17 January 2022, ET-W2AT meet to discuss the WIS2.0 architecture on a weekly basis to speed up the work to be submitted to the 2nd INFCOM. The work mainly focuses on the development of WIS2 architecture and the road map for the transition. Significant progress has been made. Continued work is ongoing, with the expected development of the WIS2 architecture by June 2022.

ET-IM (Expert Team on Information Management)

ET-IM has been meeting on a monthly basis (02 December, 13 January ) to discuss and develop a guidance document on Information Management for inclusion in the WMO Guides and Manuals. The outcome from this work will be a new WMO Guide to Information Management. The provisional timeline for this is shown below:

The guide will cover topics ranging from the basic definitions of data and information, through foundational principles of data management and on to best practices and the information management life cycle. Information management technology and security will also be discussed. Domain-specific considerations, such as those for managing water, climate, oceanographic, and hydrological data, will be included through annexes. The intended audience of this guide will be personnel within NMHSs, and other entities such as research institutes and data centres, with responsibility for planning and undertaking the creation, stewardship, exchange, and provision of weather, water, and climate data and information.

An initial draft has been written and the ET-IM is seeking reviewers for the early draft to provide feedback on the proposed content and structure of the document. Additional volunteers to contribute content to the document would also be welcomed.
